The construction company Constructus has completed construction of the Vilnius County Building in the capital on the right bank of the Neris River. The new, 6-story building with a total area of 3,100 sq. m. was built on Konstitucijos Avenue between the Vilnius Municipal Center and the Europa business and shopping centre. Completion of the new Vilnius County Building marks the end of the first phase of development of the right bank of the Neris River, which was launched in mid-2002 when Constructus began construction on the new Municipal Center.

Design and construction of the new Vilnius County Building began in October 2003 after signing a supplementary agreement to the major contract signed by the Vilnius City Municipality (Vilniaus Kapitalinė Statyba), Constructus (formerly Skanska Statyba) and VB Lizingas that also included the Municipal Center.

Complete service package
The new Vilnius County Building and the new Vilnius Municipal Center were built using the Design & Build concept, which is still rare in Lithuania. According to the terms of the tender, Constructus' specialists not only had to design and construct the buildings but also ensure the financing solution for the project, which was arranged by Vilnius Bank (AB Vilniaus Bankas), a partner of Constructus.

The Vilnius County Administration initially made a partial payment for construction, with the remainder paid after completion of construction and commissioning of the building. Unlike with the Municipal Center, the County Administration did not wish to extend partial payments for construction over several years.

The new Vilnius County Building is connected to the Europa business and shopping center by a small, 2-story, 600 sq. m. annex also built by Constructus. The annex houses a branch of Vilnius Bank. The new Vilnius County Building and Municipal Center also share underground parking.



Focus on functional, efficient solutions
Constructus completed construction of the new Vilnius County Building in May 2004 - in just over six months. The building accommodates more than 200 employees. As with the Municipal Center, functionality was the focus during the design and construction.

To find a happy medium between decorative and functional features, Constructus applied a practice widely used in Western Europe where public buildings must meet criteria for quality, longevity and efficiency, while engineering and technological solutions ensure inexpensive and economic maintenance. In addition, excessive decoration and luxury are avoided in public buildings. The only accent on the exterior of the Vilnius County Building is specially designed aluminium blinds that distinguish the building from neighbouring structures.

Monolithic reinforced concrete structures were used in the construction. Constructus installed the same modern heating and ventilation systems as in the Municipal Center. Heat exchange equipment uses technology that conserves heat in the winter and keeps the building cool in the summer. The building also has modern electrical wiring and communications systems, including a high-speed computer and telephone network and a card access system that will help control the flow of visitors and employees.

The interior finish of the building was carried out practically and cost-effectively. Corridors are floored with tiles made in Poland, while offices have Swedish laminate flooring. Sanitary facilities are equipped with German equipment and Lithuanian tiles.

Ready for the unexpected
The new Vilnius County Building completes the first stage of development of so-called "new centre of Vilnius". In this complex, Constructus also built the Municipal Center, comprising a 20-story tower and two adjacent 5- and 3-story buildings with a total area of 15,060 sq. m., as well as 11,500 sq. m. in underground parking accommodating 344 vehicles and the new Vilnius Municipal square, named after Europe.

This construction has served as an impetus for further development of the right bank of the Neris River. Other commercial and residential buildings are emerging nearby the modern Municipal Center and new Vilnius County Building.
